[Samba] DRS and DNS sync are not working after update from 4.8.2 to 4.8.3

I see the same failure on Fedora 28 running samba-dc. I had to do "dnf
downgrade samba\*" to get it working again.

ldb 1.4.0 came in the same bunch of Fedora updates as Samba 4.8.3.
