[Samba] log level sticks at 2

Yes, it does this.  For unrelated reasons, Garming and I were looking at
removing this feature, and it helps to know it is causing grief. 

This is caused because we override the log level in testparm to try and
make it print out more error messages from during the smb.conf load.
