[Samba] Win98 clients not 'seeing' each other

the only way I have been able to make this happen, is to turn on sharing
on the win98 machines. You don't have to actually share anything, you
just need to turn in on.
go to control panel -> network -> File and printer sharing. check a
box ( i usually check printers) and then let window reboot. it will
announce to the WINS server and show up in browsing.
you don't need to actually share a printer.
