Domain Admins are always local admins, since the Domain Admins global
groups is inserted into the Administrators local group when you join
the domain. To make a normal domain user a local administrator,
simply use User Manager (not User Manager for Domains) to add the
account into the Administrators group.
Also have a look at the user rights; if you set it up right, you can
decide exactly who can log on to your workstation. If you are really
evil, remove Domain Admins from Administrators.
