Well, you need the [netlogon] share _and_ the netlogon service. The netlogon service is what provides the ability to log onto the network. Please explain what you believe a PDC is. It will help us to answer your question. What do you understand by the difference between a workgroup and a domain? The fact is that a domain controller is one that provides the netlogon service.
