[linux-cifs-client] should we move the linux-cifs list to vger.kernel.org?

The main reason I'm suggesting we do this is because those people
wouldn't need to subscribe to the list. The problem with
lists.samba.org is that you have to subscribe to a list in order to
post to it. vger has no such restriction.
