Yes (and this is already documented):

  1. Build a cygwin->linux gcc cross compiler (rtfgccm).  Do this
  first because it's probably harder.

  2. Compile and install distccd under cygwin.

I hear it works; I haven't tried it myself.  Please write up and post
a little howto if you get it going.
