BackupPC can use rsync to fetch files from a Windows machine.  But the
last time I tried, you had to use an older version of rsync on the
Windows machine.  See this thread:

As I try to keep my Cygwin installations reasonably up-do-date, this was
a deal-breaker for me.  If they've fix it, please let me know.
