[Samba] password policy

Hello,

PDC: Samba 2.2.5 on FreeBSD 4.11 
Clients: WindowsXP SP2 (local user profiles)

The WindowsXP clients login to the PDC.
The users can change their password on
local PC and Samba in one step (Ctrl+Alt+Del -> Change Password)

Now my question:
How can I set password policies like "min. passwowrd length" 
I tried to do that with "gpedit", but it works, if the user
login to the local PC, only.
