create mode (a.k.a create mask) is a bit wise AND with the re2quest
permissions so any bit that should *not* be set in the final permissions
should be set to 0 in the create mask.
The force create mode is a bitwide OR so any permissions that must be set
in the final permission set should be enabled in the force create mode.
