I do not have the above in my smb.conf.

This works for me...

[homes]
	comment = %U's HOME directory
	valid users = %S
	read only = No
	hide dot files = No
	veto files = /.*/Documents/public_html/
	browseable = No

Good. I fixed the problem
The "veto files = /.*/Documents/public_html/"   syntax works.
