[Samba] Samba > 2.2.3a and debian

Does anybody know, why debian is afraid of versions > than 2.2.3a. On the
official FTP a can found only 2.2.3a with backports of a lot of things and
samba 3.0 in unstable.

Of course, in the original samba tarball there is a Packaging directory
for debian and Eloy A. Paris <peloy at people.debian.org> also maintains some
packages. I wonder why these packages are not in the upstream (at least in
testing).
