[Samba] Printing w/ CUPS

This has nothing to do with CUPS or Samba, it's just the way Windows
works. Local printers are installed per machine, network printers are
installed per user.
You can auto-install the printer using PrintUIEntry (search the MSKB for
use) in a logon script.
