well, i don't know anything about XP, but i guess it is the same with 
all windozes:
1.) click on Start->Execute...
2.) type "regedit"+[RET]; The registry editor will be launched
3.) Browse through the registry until you find the right key 
(...\requiresignorseal)
4.) double click on "the value.
5.) edit the value
6.) save/quit
