[Samba] wins syncronizing

I'm using openbsd 2.9 and ipsec to connect two remote offices over a dsl link.  
I'm using samba-2.0.8 on both ends of the link to be a wins server. 
I have a one samba server with a unique workgroup name on one end and a another with a unique name on the other end.
The all workgroups, including an NT domain, names show up on the neighborhood on both ends, but the only remote computers that show up are the gateways.

Help?
