Not joining NT Domain

Unfortunately, the computers are on different subnets.  

Any suggestions as to how to configure "remote announce" and "wins
server"...books, web sites, etc.

I'm not sure what you mean by this.  If you mean that you would like the
samba server to appear in the "network neighborhood", then set the samba
server's workgroup to the name of the NT domain or workgroup.  If all
computers are on the same subnet, that's all you have to do.  If they are on
different subnets, then you either need to fool around with "remote
announce" or "wins server" settings.
