Why would this be caused by a hardware problem?
All the other services work as far as I can tell (mapping drives etc.).
What is the advantage of having WINS server apart from reducing
network traffic?

I thought that you have connections problem also. WINS support is better for browsing than lmhost bcast or host. Also check and see if you have in smb.conf:

        domain master = Yes
        local master = Yes
        preferred master = Yes
        os level = 65
        name resolve order = wins host bcast # if you have wins support = yes
