guest only=ok vs write list = ?

Hi,
I'm feel quite confuse about this option :

[public]
path=/tmp
guest ok = yes
guest only= yes
read list = john,jenny
write list = jeff,fred

I'm confuse about the option guest only = yes
can user jeff,fred write to the /tmp ?

Please explain
