The answer to your question is yes.  Below is the exact location in the registry file to insert a new DWORD value EnablePlainTextPassword to decimal 1.  That is all that is needed.

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\VNETSUP
