Updating smb.conf without restarting samba

Does this mean that the Samba daemons (smbd and nmbd) are always sampling
the smb.conf file to see if it has changed and if it has, they re-read
it? Isn't this a perfomance hit?

nmbd.c (line 89) has this debug message in the HUP signal handler:
DEBUG(0,("Got SIGHUP (reload not implemented)\n"));
Is this "reload not implemented" a leftover from older versions that
has to be cleaned or it is for real?
