[samba3] Attention developers - prototypes frozen !

!! Attention !!

As discussed earlier, I have now frozen all generated
prototype headers from Samba3 code and removed the
mkproto scripts from the repo. "make proto" now generates
an informative message.

So you will now have to add prototypes of new functions
to appropriate header files. 

The general goal (also discussed earlier) should be 
to work towards sets of public/private header files
per "subsystem" as opposed to on monolithic proto.h.
