A build farm update

Just a quick note to let you know some of the behind the scenes work
that Jelmer and I have been doing on the build farm recently.

The build farm now records the details about hosts and builds in a
database, which is allowing us to send automated e-mails to owners of
machines that do not send in jobs.  Already this has allowed a large
number of dead machines to be removed (when owner probe mails bounced,
or owners responded).  

This in turn should make the host list more useful, and in time this
will provide the basis for faster loading of the build farm website (as
we can avoid reading so many files, and instead query the database). 

It also reduces the admin load, as adding machines to the right files,
sending passwords and subscribing users the the mailing list is now
automated.
