samba4 - librpc/gen_ndr missing?

This is a build file.  In general, it seems a bad idea to have any
configure test depend on includes.h for this reason.  The other problem
with this test is that it tests if getpass *can* be replaced, not
*should* be replaced.  The latter is somewhat harder to test
unfortunately...
