ACL full control

Hi All,
 
About a month ago,  Dr. Matthias Schlett  asked the following:
 
" When I give some Windows user the write access to some file he
automatically
seems to get also full access. "
 
I found out that only when we give someone read, write and execute, the
full control is given when you apply it.
 
Is it by purpose, since windows acls is different.
 
Any thoughts?
