Integrate i18n SWAT ( Re: International Samba (fwd))

Now I have managed to merge SWAT i18n support:

  - switch HTML files with Accept-Language Header
    already done.

  - switch output message with gettext()
    almost done except some new message added in HEAD

  - how to integrate GNU gettext library
    integrated the same way as Samba Japanese Edition

  - how to install
    Not yet, depends on the mail below:

|I am not good at autoconf, so now I modified Makefile directly.

    At last I managed to merge, but maybe not refined.

BTW, Deniz, Rafal, please give me your language data if you could.
Now I tested only Japanese, it is not enough to confirm :-(

and modify it to your language and tell me your charset and browser
language.
