No you misunderstand :-)

You run xvnc(well, really the vncserver perl script) on the server which
is sitting around in console mode.

On that server, without booting X, you can view the xvnc session using
svncviewer.  It just replaces vncviewer within X or Windows with
svncviewer at the command line.  I believe there's an equivalent
svgaviewer for DOS...
