rsync for NT

Rsync requires Cygwin.  You can install Cygwin, plus rsync as an
optional package, from <http://cygwin.com/>.  Thanks to Lapo Luchini
for maintaining rsync as a Cygwin package.

If you *only* want enough of Cygwin to run rsync, then a "minimalist"
distribution can be found at
