Seems to be a lock on a directory

Trying to update my rsync source; it goes along fine, but stops with 
this message:

cvs checkout: failed to create lock directory for `/cvsroot/hg/sidlc' 
(/cvsroot/hg/sidlc/#cvs.lock): Permission denied
cvs checkout: failed to obtain dir lock in repository 
`/cvsroot/hg/sidlc'
cvs [checkout aborted]: read lock failed - giving up

Is this just a matter of waiting a while?
