I don't know current state, but something that might help to narrow down the 
problem (before you start on the answer): What do you need to do in terms of 
authentication / management?

For example, do you trust everyone that will have access to the server to get 
the console of everything that is connected to it? 

Do you need logging?

How many ports do you need? Can you do part of it with management ports on the 
servers if you're going to build a management network?
