Well, for what it is worth, in my opinion the topic of a social issue around
Linux and FOSS in general, especially in the area of "user participation", is
on-topic for a group targetting users of the same. ;)

A split into technical and non-technical topics is pretty reasonable, and
probably maps reasonable well to the membership[1]: some people will be
strictly interested in technical discussion, while others are interested in
the broader picture and/or the "community" aspects.
