They don't sell with Linux here, unfortunately, but they do have some "small
business" models which don't come with an OS. Best bet is to call them and
talk to a real person, say you want a laptop without an operating system and
they will tell you what models you can choose from.

Of course, if you're feeling brave you can argue that the Microsoft EULA
says if you don't agree, to take the product back to your place of purchase
for a full refund.

You might get somewhere under ocnsumer "fit for purpose" law, haha.
