If you're going to do away with the landline altogether, make sure  
noone will ever need to use your phone to make emergency calls. A  
good way of avoiding confusion is to use the PC exclusively, and  
don't have anything that looks like a normal phone. This is one of  
the nightmares I have regarding the TransACT service - I don't know  
how much their network relies on the electricity supply.

In this specific instance (using the neighbour's WiFi) you're also  
dependent on the neighbour's equipment - if they have a power outage,  
you have no phone. Unless your VoIP equipment is battery powered,  
you'll end up with no service in the event of a power outage. You can  
remedy this to some extent by using a UPS.
