My bet is /etc/X11/xinit/xserverrc:
#!/bin/sh
exec /usr/bin/X11/X -dpi 100 -nolisten tcp
I thought it might have been set in a debconf question, but I can't find
one that would do so. I'm probably thinking of the question about which
users can start the Xserver, which is a different matter.
