No idea how it happened but I would be looking at your keyboard mapping.
 You can change the mapping using setxkbmap as a user by adding a file
in the .xinit or related file.  I do this and it has a similar behaviour
to what you describe.

When you are in the login screen you are using the system default,
probably 'us'.  When you log in it reads the user specific script and
changes the keyboard mapping but not necessarily for all users.  If it
changed to a broken mapping you would probably get behaviour exactly as
you describe.

So I would suggest looking at whichever user script kde runs on login
for anything modifying the keyboard settings, and maybe try adding
'setxkbmap us' at the end of it.
