I'd suggest looking at the old e-smith (now Mitel server 6000 or some-such - 
not sure where the other 5999 versions went) - see http://www.contribs.org
It is based on a flat-file config database and some perl scripts rather than 
LDAP. I've not played with the virtual hosts part, but it is supposed to 
work.

There are similar products, including Clark Connect 
http://www.clarkconnect.com/ - not sure if it supports vhosts.
