Depending on the ISP and their terminal equipment.  I know webone's
equipment just hangs up, but interact's would negotiate down the
connection.  (I asked them about it, and short of new hardware, they
said they could not change it easily).

Also, depending on your ISP, they might be able to tell you why a call
was disconnected - I know that webone tracks it.
