Dell have their DRAC card (which also has a slot for a PCMCIA modem) and
Compaq have a similar product with their Remote Insight Lights-Out Edition
controller.

Both these products do exactly what you have just specified.

They *may* only work with hardware specific to those vendors, however.

Has anyone seen something like this?

To make any yum-cha PC into a remotely administrable server
 all that is needed is a network based video card.
To the PCI or AGP slot it looks like a low-end video card.
