I slapped together support for the SamOEMChangePassword RAP call; you'll 
need a JCE implementation supporting ARC4 to use it though.  This will 
allow you to change account passwords.  It will work against member 
machines for machine-local accounts, or against the PDC for domain 
accounts; I don't know if it will work against a backup domain 
controller or not.
