[distcc] Issue with massively parallel compilation

I want to avoid making users set timeouts by trial and error, since
that's going to involve a build failing, the person working out that
they need to increase the timeout and how, and so on.  It would be
better to have it just work correctly.  Manually configured timeouts
are a kludge of last resort.

If you have jobs that take more than 3 minutes then I should just
increase the compile time to more than 3 minutes.  There is no need to
make every person with big jobs go through that problem.
